9 - Trailer Record - Block Count

Field block count must match the number of blocks in the file. In ACH-file, each complete and partial collection of 10 lines constitute as one block. This means that a file with 7 lines constitutes as a partial collection of one block, therefore block count of the file is 1. File with 15 lines wuold have a block count if 2.
