There is something wrong in the encoding of your file. The encoding of an XML file is defined in the XML declaration at the beginning of the file:
<?xml version="1.0" encoding="UTF-8"?>
However, if you got this error the actual encoding of the file does not match with the value given in the declaration. Often the issue only visible when the file contains some special characters like accented characters.
To correct this issue you need to check the encoding settings of the service/program/tool which produced the file. Usually correct encoding with ISO 20022 payments is UTF-8 which can also be written with lower case letters as utf-8.
